Changing Objectives
When mitigating measures are not available or too costly to implement, objectives must be revisited and changed.
Example 1
- Original Objective: Establish trees on entire abandoned road
- Limiting Factor: Soils are too shallow for trees
- Mitigating Measure: Strategically place topsoil into planting pockets
- New Objective: Since topsoil is limiting, only portions of abandoned road will be forested.
Example 2
- Original Objective: Grow grasses on road shoulders
- Limiting Factor: Herbicides will be used after road construction to meet road maintenance objectives
- Proposed Mitigating Measure: None
- New Objective: Vegetation will not be established on road shoulders
