Changing Objectives

When mitigating measures are not available or too costly to implement, objectives must be revisited and changed.

Example 1

  • Original Objective: Establish trees on entire abandoned road
  • Limiting Factor: Soils are too shallow for trees
  • Mitigating Measure: Strategically place topsoil into planting pockets
  • New Objective: Since topsoil is limiting, only portions of abandoned road will be forested.

Example 2

  • Original Objective: Grow grasses on road shoulders
  • Limiting Factor: Herbicides will be used after road construction to meet road maintenance objectives
  • Proposed Mitigating Measure: None
  • New Objective: Vegetation will not be established on road shoulders
